The Interior Ministry is leading a public-private project with IDEMIA and A.C.I. Technology. New passports and ID cards will hold encrypted face and fingerprint templates. HAYPASS CJSC runs the platform under an 11-year contract. Issuance was planned for the second half of 2026. Whether the new card is compulsory was not confirmed; one outlet reported it will be mandatory from age 16, but that page blocked automated access.
