NIRA collects face and fingerprints. Domestic flight passengers must show the ID from 1 March 2026. NIRA runs three platforms including the e-Aqoonsi mobile ID. A 28 June 2026 NIRA-UNDP working group aims to link the ID to public services. Reports say only a fifth of a $125 million need was funded as of January 2026.
