Vanuatu
Vanuatu issues a compulsory National ID card since 2017 and announced a related E-ID in 2025. A new digital ID system is being built under a 2025 agreement with two firms, and a draft Digital Transformation Bill was reported to be in consultation. A CBDC feasibility study began in 2022.

The source says the National ID is mandatory and required for some services. The E-ID is registered automatically with a National ID. On 3 October 2025 the digital transformation department announced an agreement with EBS and Code 200 Solutions to build the new Digital ID system. A trade report says an October 2025 consultation opened on a Digital Transformation Bill with facial recognition at its core; I could not open it.
