Albania
Albania runs almost all public services online through e-Albania and has a compulsory biometric ID card. A national digital identity wallet is being built, with a 2027 target to link to the EU wallet. The Bank of Albania is still at research stage on a digital lek and says it acts with caution; Albania is a WHO member bound by the IHR.

- Law No. 51/2026 on electronic identification, trust services and the Digital Identity Wallet (as reported)
The government says over 95% of public services are online through e-Albania and 3.3 million people have used it. It has formally launched a Digital Identity project, with a wallet tied to biometric data such as fingerprints and facial recognition and a target of joining the EU Digital Identity Wallet by 2027. A law firm newsletter reports Law No. 51/2026, aligned with the EU eIDAS rules, creates the legal framework for e-identification and the wallet; it does not give the adoption date. I could not confirm that the wallet has launched.
