Finland's strong online ID is mostly bank-based. The wallet law took effect on 1 October 2026, and sources now point to the state wallet reaching citizens in 2027. Finland is in the euro area, so the digital euro project covers it.

The Digital and Population Data Services Agency (DVV) must offer at least one public wallet, free and voluntary; Traficom supervises providers. The first credential is issued from a valid passport or ID card. A DVV release in October 2025 said the app would come at the end of 2026, while an October 2026 report says citizens are expected to use it in 2027. EU Regulation 2024/1183 requires every member state to offer citizens a digital identity wallet by the end of 2026.
