Norway
Norway uses private BankID (and Buypass) through the ID-porten gateway; about 96% of adult residents logged in at high level in a year. Norges Bank decided in December 2025 that a retail CBDC is not warranted now. Norway is preparing an EU-style digital wallet.

Digdir ran a concept study in 2025 on a state-linked wallet giving high-level eID to everyone, due to finish in March 2026, and opened a wallet sandbox. BankID is a partner in an EU wallet project (WE BUILD). No launch date for a Norwegian wallet was found as of Oct 2026.
