Vietnam has chip ID cards and the VNeID app. Decree 320/2026, effective 28 September 2026, requires digital platforms to integrate electronic ID accounts by 31 December 2026. Banks use biometric checks against ID data. No CBDC launch was found.

KPMG says Decree 320 (issued 13 August 2026) obliges platforms, not individuals, to integrate VNeID; foreigners may get accounts on request.
