Belarus
Belarus has a compulsory biometric ID card, and a 2026-2030 state programme plans digital documents and mobile use of the ID card. The National Bank planned to start pilot operation of a digital Belarusian ruble on 1 July 2026, with citizen access reported as no earlier than 2028. A bill giving it legal status passed first reading in March 2026.
