Hungary's Digital Citizenship app (DÁP) is voluntary on paper but is meant to take over government logins. The central bank ended its CBDC pilot, the Student Safe, in February 2025. It is outside the euro area and made an Article 59(3) declaration on the IHR amendments in 2025.

In November 2023 the Cabinet Office said DÁP would be fully operative in 2026 and carrying a paper ID would no longer be needed; officials said use was optional. A research article says use is formally voluntary but electronic communication could become obligatory in some cases. I did not find a 2026 official status update.

The HRF tracker says the central bank announced on 2 December 2024 that its CBDC-style pilot would be phased out and it officially ended on 3 February 2025, with public operation suspended until priorities are set.
