Bulgaria joined the euro area in January 2026 after large protests and a rejected referendum request, so the digital euro project now covers it. Its EU wallet law was only in public consultation in February 2026 and the country is seen as likely to miss the deadline. It abstained on the WHO Pandemic Agreement in May 2025.

Law
Draft EUDI Wallet law (public consultation 17 Feb 2026); Electronic Identification Act

A draft law published on 17 February 2026 would give everyone a free, voluntary wallet run by the e-government minister, with mandatory acceptance by electronic service providers. Biometric Update (1 Oct 2026) says the Council of Ministers approved steps to provide a wallet and appoint a supervisor, but Bulgaria is unlikely to meet the January 2027 deadline. EU Regulation 2024/1183 requires every member state to offer citizens a digital identity wallet by the end of 2026.
